Add column description as pop-up in item card view

Description

Have the column description pop-up in the item view’s item-card when hovering over the column name.

What are you trying to achieve

For most of our boards, we have a column descriptor to help our employees understand what the column is for. However, the majority of our work is done on the item view page. Being able to see the column descriptor on the item-card on the item view page would be immensely helpful.
