I am trying to upload files to my boards using OneDrive, however, I get a notification from Microsoft that says admin access is needed. Our IT department controls our admin access. Short of opening it up to blanket allow all requests for files access (which they will not allow), they’ve tried everything else. They are also trying to get guidance on which Graph permissions are required. Any help with this would be appreciated.

This is almost always an Azure/Microsoft permission issue, not a monday issue.
Your IT team needs to grant admin consent to the monday app in Azure AD. Without that, Microsoft will keep showing “admin approval required,” no matter what users try.
They do not need blanket access. They can approve only the required Microsoft Graph scopes for OneDrive file access.
