Remove deactivated users from the Person Filter drop down display

It would be very helpful if the Person filter drop down only displayed active users. Currently it shows both current users and deactivated (greyed out) past user accounts. The proposed solution was to manually delete all deactivated users form all past projects, however; we do not want to do this as 1) it is cumbersome across all boards/projects/tasks; and 2) we would lose historical data.
