Assigning a team without needing full board access

I want to be able to assign a team in a People column so that they receive automated email updates about certain changes that take place on items they are tagged in but I don’t want then to have access to the board itself.
As I see it right now any teams that do not have workspace access do not appear in the selection list of teams that can be added to a people column.
