Send notification if someone else but me create a task

I went through the articles to see if i could find an answer.

I would like to send an email to a PM when someone else but the PM created the task. I want to do the following.

1. if item is created update “creator” field with Creator.
2. If “creator” changes and the “creator” is not the PM then notify the PM.
