Setting up employee benefits board

I am trying to create an employee payrate board. Some employees get paid per hour, others get paid per appointment and the rate for appointments varies based on the appointment type. I am creating rate board that will mirror to another board that will calculate the rate of pay per employee.
what is the simplest way to go about this and what would the formulas look like?
