Convert Excel lines into WorkForm Responses on Upload

I was wondering if it would be possible to add the option to upload data to a board as Form responses - so each line would be a submission this would allow the data to be viewed in the form view and allow users to use the submission link column on items that had been previously exported from other form services such as Microsoft Forms etc.
