IF({Timeline#Start}>TODAY(),1,100) isn’t working to compare the two dates. is GT, LT not valid functions with dates?

Not without formatting them first.

Try:

IF(FORMAT_DATE({Timeline#Start},"YYYY-MM-DD")>FORMAT_DATE(TODAY(),"YYYY-MM-DD"),1,100)
