WorkForms - Conditional question based on Is Blank or Is Not Blank/ Empty

I would like to be able to add a conditional question using WorkForms, specifically based on a Short Text question that would allow for logic that states “if blank/ empty” or “if not/ blank empty”. Example: If selecting “if not/ blank empty”, the conditional question would only appear to a responder if they submitted a response to the question. Specifically with the Short Text question, the response would be any text entered into the field.
