Parent formula column, won't calculate unless a subitem exists

Hi,
We’re trying to avoid having to create subitems to enable the formula to calculate in the parent column. We need a formula that will return a “0” for a blank cell, when no subitem exists.

We’ve tried nested IF functions as used in excel, but they don’t seem to be working.

Any help would be greatly appreciated.
