We have SSO with Google enabled. Currently anyone in the domain can invite others to monday.com since they are in the same domain. I would like to to prevent this from happening for those with Member roles. This is to help with license our license control. Support informed me that since we are SSO, the Member Permission settings do not apply to users with the same domain.

I completely agree! This has been one of my biggest gripes. If someone within your organization accesses your monday.com instance using the URL (never officially invited), they’re automatically granted a license, even if you don’t have any available. Then, your account manager will notify you that you’re over your limit and offer an upgrade.
Since this process leads to customers needing more licenses, which increases monday.com’s revenue, I’m not sure this issue will ever be addressed.
