I’m trying to understand who can add members to our monday.com account thereby consuming a license? When I look at the user list extract, I see invites by non-admins. Is there away to prevent non-admins from adding members?

Only admins should be able to add users to your monday.com instance. Unless you have authorized domain option selected in the security settings.
