In my user case, I want to create a workspace for my client which holds their project plan, meeting notes and any attachments relevant to the project. Can I share the whole workspace with that guest?

This is a great suggestion, however I am afraid you will only be able to invite the guest to individual (shareable) boards within that workspace. Apologies in advance for the inconvenience here!
