How to create a feedback form and have the filled out form saved as a file in a column rather than creating a new item in the board.

I’m not 100% sure what you are looking for is possible with Monday.com out of the box. An integration could be built utilizing Zapier, that takes that form response, creates a file, and updates the record in Monday with the newly created file.
