Is there a way to automatically move an item in one group to a sub-item of an item in another group on my board, when a specific column matches exactly?

I would like to know if there is an app that would look at a NEW item that gets created in one group, then see if the EMAIL column matches another EMAIL column exactly for an OLDER item that is in a different group on the same board, then convert it to a sub-item for the OLDER item.
