Privately Flag Items or Subitems

I would like to be able to privately flag items to go back to. This would be some kind of button at the item and/or subitem level so that items can be marked for review. Ideally, this would be per user and each user could have their own flags that would not be viewable by others (kind of like an Outlook inbox).
