I was unaware until stumbling across this request that it was not possible in monday to notify sub-teams! 
I just finished redesigning standard corporate boards based upon sub-team permissioning, I am going to have to rethink that design.

Thanks for the suggestion @Fantasy-Media-Team but I am trying to send notifications to Sub-Teams, not send notifications on Sub-Items. If you are aware of a workaround on this please do let me know.
