Can one ADD a new label (value) to a “dropdown” via FORM, or are we only allowed to select from existing labels (values)

You can only select from existing unfortunately.
What I might suggest is an “other” field with a text field after so that someone could type in the custom field. This actually might be nice because as you get submissions you can add by popularity rather then have everything in there.
