Group restrictions within the same board

Hi! We have a board in which many different departments contribute. We want to restrict access so that one department can’t accidentally introduce or remove things from the group of another department. We tried partially restricting the whole board, but that would mean that the project manager would need to introduce all the tasks for each department and that means a lot of work for them, as there are more than 1000 items in the board.

How can we solve this issue? Thank you for your help!
