I have set up my items with dependencies and future items do not change when an item above changes length or relocates. I’ve also noticed that rather than staying in the order they are created, if I move an item it moves to another location like the timeline view.
for the first item you are facing I think this is due to the type of automation that is set by default for your dependency. By default the dependency timeline only ensures that the date starts after the dependent on item, but if you want any/all changes in timeline to affect linked items you need to delete the first dependent automation and replace with ‘adjust the date of the item based on any changes to its dependent item’. see screenshot below
