How to implement a Demand Intake Process

I’m working on implementing a support IT infrastructure and so far all low level tickets (password resets, new users etc) are going to be managed and supported in the help desk application since it is owned and operated by my third party support vendor.

For any other project requirement from creating a report to integrating a new acquisition we will use the IT boards and Dashboards to keep track of that. i.e. a report goes as an item in the Manufacturing IT board, but a new plant setup not only goes as an item in Manufacturing IT board for the manager to report but also gets its own board managed by the project leader.

In this scenario what is the recommendation for the Demand intake process? Should I setup individual boards for each manager where they keep track of their demand and then whatever gets approved gets moved to the actual project board?

DEMAND INTAKE BOARD → AREAD BOARD → INDIVIDUAL PROJECT BOARD (OPTIONAL)

Or would you recommend that the demand intake takes place on the same board per area with a different view that limits the basic fields to the demand intake process?
