Workload vs hours

I have created a Resource Dashboard for our resource manager and I have connected our various boards to it and made sure the settings are correct to display the resources working on each project and the hours associated with the activities.

What I have noticed is, if I have a task that spans several days, IN SOME INSTANCES, the work reflected on the workload widget SOMETIMES takes the hours and divides by day of the timeline (16 hours = 8 + 8) and SOMETIMES it takes the hours and makes uses that for each days workload (16 hours = 16 + 16). Obviously the first one is correct but why is it not doing the same for each instance?
